Why do you need this tires on front?

this machine is grooming for cross country skiers! And they want a hard surface to ski on so the tires are supposed to make the snow hard/firm between the belts! I think It's when it's alot of snow it is at its best?

I have never seen this why of hardening snow, but I com from Slowenia and we never have so much snow. THX for answer.
