It is a compactor for country ski slopes, In stryn they get a lot of natural snow trough the season, so they made this to compress the snow. Take a look at more pictures for turløyper stryn, and you will see different solutions in use.

giving better comprimating of snow then a pure snowgroomer can do :) i guess Hatledal in Stryn, Norway is a pioneer regarding this equipment on such a big machine :)

to penetrate the snow. to get air out of the snow. I recommend a snow blower!

They want to keep the snow in the slopes, but as hard and compactt as possible. Here is an other photo:
